| HOUSE RESOLUTION
|

| WHEREAS, The members of the House of Representatives of the |
3 |
| State of Illinois are pleased to congratulate Lake Land College |
4 |
| President Robert K. Luther on the occasion of his retirement; |
5 |
| and
|
6 |
| WHEREAS, President Robert K. Luther will retire on June 30, |
7 |
| 2006, after 18 years of service at the college; and
|
8 |
| WHEREAS, Dr. Luther led a community college with a divided |
9 |
| staff at a school with a declining enrollment, a large deficit, |
10 |
| and a deteriorating campus to become a respected community |
11 |
| college that is fiscally sound; the faculty and board of |
12 |
| trustees are united, the school is now known for its beauty, |
13 |
| and it is one of the fastest growing community colleges in |
14 |
| Illinois; and
|
15 |
| WHEREAS, During his tenure, enrollment at the college has |
16 |
| increased by approximately 118 percent; this is due in part to |
17 |
| Dr. Luther leading the charge for Lake Land to be one of the |
18 |
| first community colleges in Illinois to incorporate distance |
19 |
| learning into its offerings and to implement an online course |
20 |
| delivery system that includes more than 160 courses developed |
21 |
| by Lake Land faculty; the school is also the largest provider |
22 |
| of postsecondary education to correctional centers in the |
23 |
| State, serving inmates at eight correctional centers in |
24 |
| Illinois; and
|
25 |
| WHEREAS, Dr. Luther provided the leadership to develop an |
26 |
| Illinois Employment and Training Center/Workforce Development |
27 |
| Center that has been hailed by Illinois officials as the State |
28 |
| model; he is the recipient of numerous awards including the |
29 |
| Agriculture Education Advocacy Award of Illinois and the Coles |
30 |
| Together Person of the Year Award, and he was named the Mattoon |
31 |
| Chamber Citizen of the Year in 2005; and
