| HOUSE RESOLUTION

| WHEREAS, Mr. William C. "Bill" Child of Petersburg was |
3 |
| recognized with the Association of State and Territorial Solid |
4 |
| Waste Management Officials' (ASTSWMO) Lifetime Achievement |
5 |
| Award; and
|
6 |
| WHEREAS, Mr. Child has worked at the Illinois Environmental |
7 |
| Protection Agency (IEPA) for 35 years and was recognized for a |
8 |
| lifetime of service to the environment by the ASTSWMO at the |
9 |
| group's annual meeting in Bethesda, Maryland; and
|
10 |
| WHEREAS, He became involved in the ASTSWMO in 1980, when he |
11 |
| was the deputy division director of the Bureau of Land; he |
12 |
| immediately became involved in boards and committees within the |
13 |
| organization, which exists to support state environmental |
14 |
| agencies; and
|
15 |
| WHEREAS, As part of his work with the ASTSWMO, Mr. Child |
16 |
| was involved in making vital changes to the federal Superfund |
17 |
| cleanup program; by testifying before Congress, he and others |
18 |
| convinced the government to look at a broader range of |
19 |
| Brownfield sites for cleanup across the country; and
|
20 |
| WHEREAS, He took on multiple leadership roles with the |
21 |
| ASTSWMO, including serving as a member of the Region 5 Board of |
22 |
| Directors, as vice-president, and as president; and
|
23 |
| WHEREAS, Mr. Child started working at the IEPA immediately |
24 |
| following college; he has worked as Deputy Manager for the |
25 |
| Bureau of Land, Manager for Solid and Hazardous Waste Field |
26 |
| Services, and Manager of a Regional Solid and Hazardous Waste |
27 |
| Field Office; in his current position as Chief of the Bureau of |
28 |
| Land, he is responsible for administering statewide waste |
29 |
| management programs and oversees a staff of 400 employees with |
30 |
| a total budget of $100 million; and
