| HOUSE RESOLUTION
|
2 |
| WHEREAS, The citizens of Illinois are entitled to safe, |
3 |
| affordable, and reliable electric service; and
|
4 |
| WHEREAS, Electricity is an essential service for Illinois' |
5 |
| 12.5 million citizens; and
|
6 |
| WHEREAS, The General Assembly passed the Electric Service |
7 |
| Customer Choice and Rate Relief Law of 1997, which gave |
8 |
| Illinois residential consumers a rate reduction and froze their |
9 |
| electric rates from 1997 through 2006; and
|
10 |
| WHEREAS, In 2007, most Illinois electric utilities will no |
11 |
| longer own generation and will procure energy in the wholesale |
12 |
| marketplace on behalf of Illinois residential customers; and
|
13 |
| WHEREAS, Illinois residential electric consumers will |
14 |
| likely see increases to their electric bills in 2007; and
|
15 |
| WHEREAS, The General Assembly strongly encourages Illinois |
16 |
| electric utilities to moderate rate adjustments required after |
17 |
| the end of the rate freeze period; and
|
18 |
| WHEREAS, Illinois electric utilities have stated a |
19 |
| commitment to work with the Illinois Commerce Commission and |
20 |
| other interested parties to develop and implement proposals to |
21 |
| lessen the initial impact of electric rate increases on |
22 |
| residential consumers through a multi-year program to |
23 |
| transition to market rates for electricity in a manner |
24 |
| consistent with the continued financial health of the electric |
25 |
| utilities; therefore, be it |
26 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
27 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
28 |
| we urge the Illinois Commerce Commission to work in partnership |
