| WHEREAS, The Gifford Park Association's (GPA) Annual Elgin |
3 |
| Historic House Tour is celebrating its 25th year; the tour is |
4 |
| scheduled for September 9 and 10, 2006; and
|
5 |
| WHEREAS, The tour is an interior and exterior walking |
6 |
| review of the historically and architecturally significant |
7 |
| homes in Elgin; typically held on the first or second weekend |
8 |
| of September, nine or ten homes are selected and shown on the |
9 |
| tour; a different section of Elgin is featured each year; and
|
10 |
| WHEREAS, Participants in the tour view the interior and |
11 |
| exterior of the homes; docents guide the guests through the |
12 |
| houses, pointing out features of architectural and historical |
13 |
| significance; and |
14 |
| WHEREAS, The Gifford Park Association was founded in 1979 |
15 |
| by neighbors and friends to improve the quality and historic |
16 |
| integrity of the Gifford Park neighborhood; as a not-for-profit |
17 |
| organization, it is dedicated to promoting and encouraging the |
18 |
| preservation of all historical districts in Elgin, Illinois; |
19 |
| and
|
20 |
| WHEREAS, Based in Elgin's original historic district, one |
21 |
| of the GPA's main goals is to improve the quality of |
22 |
| neighborhood life by preserving the historical integrity of the |
23 |
| homes in the neighborhood; one of many strategies the GPA uses |
24 |
| to spark change is to transform a distressed property in a |
25 |
| prominent part of the neighborhood where housing improvement is |
26 |
| needed; since 1985, the GPA has used the proceeds from the |
27 |
| Annual Historic House Tour, City of Elgin grant programs, and |
28 |
| bank loans to purchase, rehab, and restore problem properties |
29 |
| to single family use; therefore, be it
