| HOUSE RESOLUTION
|
2 |
| WHEREAS, The illegal manufacture and use of |
3 |
| methamphetamine is a severe problem in this State, especially |
4 |
| in downstate Illinois; and
|
5 |
| WHEREAS, The Illinois General Assembly has enacted |
6 |
| numerous pieces of legislation that impose stronger penalties |
7 |
| for the manufacture or possession of methamphetamine and that |
8 |
| make it more difficult to obtain ingredients for the illegal |
9 |
| manufacture of methamphetamine, such as the Methamphetamine |
10 |
| Control and Community Protection Act and the Methamphetamine |
11 |
| Precursor Control Act; and
|
12 |
| WHEREAS, The proposed federal budget for 2007 could result |
13 |
| in the reduction of $13,000,000 available to our State for |
14 |
| methamphetamine law enforcement; and
|
15 |
| WHEREAS, The major reductions would be to the COPS program |
16 |
| and to the Byrne Justice Assistance grants that give money to |
17 |
| local police departments to pay for more officers and help |
18 |
| provide equipment such as police radios and computer systems; |
19 |
| and
|
20 |
| WHEREAS, In 2004, Byrne grants helped Illinois police make |
21 |
| 1,267 methamphetamine-related arrests and seize 348,923 grams |
22 |
| of methamphetamine; therefore, be it
|
23 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
24 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
25 |
| we urge the federal government to reinstate the funding for |
26 |
| methamphetamine enforcement, including the COPS program and |
27 |
| the Byrne Justice Assistance grants; and be it further
