HOUSE RESOLUTION

 
2     WHEREAS, Attacks by vicious and dangerous dogs are a threat
3 to the public health of the State of Illinois; and
 
4     WHEREAS, Attacks against vulnerable residents and
5 companion animals are being reported to law enforcement
6 officials and animal control officers; and
 
7     WHEREAS, at least 7 separate bills to amend the Animal
8 Control Act and protect Illinoisans against the threat of dog
9 attacks are currently under consideration by the General
10 Assembly; and
 
11     WHEREAS, It is imperative that the General Assembly take
12 comprehensive action to ensure the safety of the residents of
13 this State; therefore, be it
 
14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16 the House Committee on Local Government hold subject matter
17 hearings during the 2006 Spring session of this General
18 Assembly concerning dangerous and vicious dogs, and matters
19 related to the Animal Control Act; and be it further
 
20     RESOLVED, That the Committee on Local Government is urged
21 to convene hearings to examine the issue, gather expert
22 testimony from qualified representatives familiar with animal
23 control issues and from the Department of Public Health, and
24 propose solutions that will better safeguard and protect the
25 residents of Illinois against vicious and dangerous dog
26 attacks; and be it further
 
27     RESOLVED, That an Animal Control Task Force be appointed to
28 examine the Animal Control Act and make comprehensive written
29 recommendations for change; the Task Force shall have 9

1 members, including: a representative of the Bureau of Animal
2 Welfare within the Department of Agriculture, as designated by
3 the Director of the Department; the Director of Public Health,
4 or his or her designee; 2 representatives appointed by the
5 Illinois State Veterinary Medical Association, one of whom must
6 be a county animal control administrator; a representative
7 appointed by the Illinois Farm Bureau; a representative
8 appointed by the American Society for the Prevention of Cruelty
9 to Animals (ASPCA); a representative appointed by the Illinois
10 States' Attorneys Association; and 2 representatives appointed
11 by the County Animal Controls of Illinois, one of whom must
12 represent the greater Chicago metropolitan area and one of whom
13 must represent downstate Illinois; staffs of both the House
14 Legislative Leaders assigned to the House Local Government
15 Committee shall provide staff support to the Task Force as
16 necessary; the Task Force shall hold at least 3 hearings, which
17 shall each be held in geographically separate regions of the
18 State, and shall present a written report to the House of
19 Representatives no later than January 1, 2007; the Task Force
20 members shall receive no compensation, and the Task Force shall
21 conclude all business by February 1, 2007.
