HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives of the
3 State of Illinois learned with sadness of the death of Judge
4 Anthony Peccarelli of Wheaton on Sunday, September 25, 2005;
5 and
 
6     WHEREAS, Anthony Peccarelli was born in 1928 and grew up in
7 New Jersey; he came to the Midwest to attend Beloit College in
8 Wisconsin, graduating in 1953; he graduated from John Marshall
9 Law School in 1959, beginning a legal career that lasted until
10 shortly before his death; and
 
11     WHEREAS, He was a DuPage County Assistant State's Attorney
12 from 1962 to 1968, then was in private practice until his
13 appointment as an Associate DuPage County Judge in 1979; he was
14 elected a Circuit Judge in 1982, serving in various branches of
15 the court and as Chief Judge from 1989 to 1993; he was
16 appointed to the Illinois Appellate Court in 1993 and served
17 there until 1994; in 1995 he was appointed DuPage County
18 State's Attorney and served in that capacity for two years; and
 
19     WHEREAS, As Chief Judge, he faced immediate challenges,
20 many created when the then-new courthouse in Wheaton was closed
21 because of air quality problems; while the courthouse was
22 closed for repairs for seven months in 1992 and 1993, Judge
23 Peccarelli managed the courts' routine business while helping
24 find temporary quarters for more than 30 judges and scores of
25 other court personnel and helping plan a return to the
26 courthouse when work there was completed; and
 
27     WHEREAS, As State's Attorney in 1995 and 1996, he dealt
28 with a case that has bedeviled prosecutors in DuPage County
29 since 1983 - the murder of 10-year-old Jeanine Nicarico in
30 Naperville; he and Sheriff Richard Doria asked for appointment
31 of a special prosecutor to look into complaints of official

1 misconduct in the case; and
 
2     WHEREAS, After serving as State's Attorney, he founded a
3 mediation service and worked in private practice part time; he
4 was a mediator in a DuPage County court program designed to
5 help litigants find common ground outside the formal courtroom
6 process and also was appointed to be County Board ethicist; and
 
7     WHEREAS, The passing of Judge Anthony Peccarelli has been
8 deeply felt by many, especially his two sons, Andrew and David;
9 his daughter, Laura Anderson; his brother, Louis; his sister,
10 Marie Grisanti; his five grandchildren; and his
11 great-grandchild; he was preceded in death by his wife, Mary;
12 therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15 we mourn the passing of Judge Anthony Peccarelli, and we extend
16 our deepest sympathy to his family, friends, and all who knew
17 and loved him; and be it further
 
18     RESOLVED, That a suitable copy of this resolution be
19 presented to his family as an expression of our sincerest
20 condolences.
