| HOUSE RESOLUTION
|

| WHEREAS, The Illinois Commerce Commission issued an order |
3 |
| in April of 2005 establishing an "overlay" of a new area code |
4 |
| to supplement the telephone number supply in Illinois' 618 area |
5 |
| code; the new code is 730; and
|
6 |
| WHEREAS, The Federal Communications Commission (FCC) |
7 |
| currently requires
11-digit dialing when an overlay area code |
8 |
| is implemented; and
|
9 |
| WHEREAS, The FCC's 11-digit dialing mandate is a needless |
10 |
| inconvenience for
residential and business consumers; and
|
11 |
| WHEREAS, Residents in the 618 region would be able to |
12 |
| continue dialing 7
digits for all local calls if the FCC were |
13 |
| to change its policy on mandatory
11-digit dialing in an |
14 |
| overlay situation; and
|
15 |
| WHEREAS, The FCC's mandatory 11-digit dialing policy could |
16 |
| soon affect all
the residents of Illinois, as the phone |
17 |
| industry claims that every area code in
the State will be out |
18 |
| of phone numbers by 2007; and
|
19 |
| WHEREAS, On December 29, 2001, the FCC reversed its |
20 |
| long-standing opposition
to wireless-only overlays, signaling |
21 |
| that the agency is potentially
reconsidering its area code |
22 |
| policies; therefore, be it
|
23 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
24 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
25 |
| we urge the Federal Communications Commission to grant a |
26 |
| permanent waiver of the 11-digit dialing mandate for the 618 |
27 |
| region and to change its policy on overlay area codes; and be |
28 |
