| WHEREAS, The members of the Illinois House of |
3 |
| Representatives congratulate Lou Tessmann, Deputy Chief of |
4 |
| Police with the Waukegan Police Department, on his retirement |
5 |
| May 13, 2005; and
|
6 |
| WHEREAS, He attained the rank of Deputy Chief of Police in |
7 |
| his over 21 years of service; in addition to serving as the |
8 |
| Deputy Chief, he has also held a wide variety of other |
9 |
| assignments, such as patrol, detective bureau, and department |
10 |
| training officer; he is only one of a few Certified Forensic |
11 |
| Interviewers in the United States; and
|
12 |
| WHEREAS, He graduated from Northeastern Illinois |
13 |
| University with a degree in English and Physical Education; he |
14 |
| retired as a Marine Corps officer after serving in combat |
15 |
| during the Vietnam War, he received numerous awards and |
16 |
| decorations; he recently retired as the Commander of the elite |
17 |
| Lake County Major Crime Task Force which only works homicides |
18 |
| and police officer-involved shootings; he is well-known for his |
19 |
| interrogation techniques on suspects of crimes; and
|
20 |
| WHEREAS, Deputy Chief Tessmann is a motivational speaker |
21 |
| for police and non-police organizations throughout the |
22 |
| country; he has been a guest speaker on programs such as the |
23 |
| Discovery Channel and America's Most Wanted; and
|
24 |
| WHEREAS, He travels around the country teaching interview |
25 |
| and interrogation techniques to police officers; he was one of |
26 |
| the first group of officers selected in the State of Illinois |
27 |
| to teach other officers "Cultural Diversity/Racial Profiling" |
28 |
| training; and
|
29 |
| WHEREAS, Deputy Chief Tessmann is a member of numerous |

| professional and training organizations, including the |
