| AMENDMENT NO. ______. Amend House Bill 4195 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Department of Public Aid Law of the
Civil |

| Administrative Code of Illinois is amended by adding Section |
6 |
| 2205-15 as follows: |
7 |
| (20 ILCS 2205/2205-15 new) |

| Sec. 2205-15. Advisory Committee on Children's Health |
9 |
| Insurance Programs. |
10 |
| (a) There is created an Advisory Committee on Children's |
11 |
| Health Insurance Programs within the Department of Healthcare |
12 |
| and Family Services. In addition to members representing |
13 |
| healthcare providers, advocates, consumers, and other parties |
14 |
| with an interest in children's health insurance programs, the |
15 |
| Director shall appoint to the Advisory Committee one member of |
16 |
| the House of Representatives representing the majority party, |
17 |
| one member of the House of Representative representing the |
18 |
| minority party, one member of the Senate representing the |
19 |
| majority party, and one member of the Senate representing the |
20 |
| minority party. |
21 |
| (b) The duties of the Advisory Committee shall include the |
22 |
| following: |
23 |
| (1) To gather information and make recommendations |
24 |
| relating to access to quality, affordable health insurance |

| for children in Illinois. The Advisory Committee shall |
2 |
| examine the cost effectiveness of current programs and |
3 |
| assess whether programs are meeting goals established for |
4 |
| the programs. |
5 |
| (2) To conduct public hearings in locations throughout |
6 |
| the State. Comment and testimony at public hearings is to |
7 |
| be sought from those served by State programs providing |
8 |
| health insurance to children, employers located in |
9 |
| Illinois, health care finance experts, and advocates for |
10 |
| those receiving or in need of health insurance. |
11 |
| (3) To serve as an official forum for discussions |
12 |
| concerning the implementation and oversight of current |
13 |
| health insurance programs, including discussion on |
14 |
| administrative rules needed to administer the programs.
|
15 |
| (4) To file a report with the Director of Healthcare |
16 |
| and Family Services, the Governor, and the General Assembly |
17 |
| within 12 months after the effective date of this |
18 |
| amendatory Act of the 94th General Assembly that contains |
19 |
| all of the following information:
|
20 |
| (A) Enrollment data, including a comparison of |
21 |
| enrollment in the Children's Health Insurance Program |
22 |
| administered by the Department on November 15, 2005, |
23 |
| enrollment in the Children's Health Insurance Program |
24 |
| at the time of the report, and enrollment in the |
25 |
| Covering ALL KIDS Health Insurance Program at the time |
26 |
| of the report.

| (B) Demographic information showing enrollment in |
28 |
| children's health insurance programs throughout the |
29 |
| State. |
30 |
| (C) A description of outreach efforts to the |
31 |
| hardest to reach populations to ensure that all |
32 |
| families with uninsured children are given an |
33 |
| opportunity to enroll in the Children's Health |
34 |
| Insurance Program or in the Covering ALL KIDS Health |
