| AN ACT concerning health.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Certified Professional Midwives Pilot Program Act.
|
6 |
| Section 5. Purpose. The purpose of this Act to is to |
7 |
| establish a midwifery pilot program that is consistent with the |
8 |
| mission of the Illinois Center for Minority Health Services by |
9 |
| developing health care services in minority communities and |
10 |
| with the mission of the Illinois Center for Rural Health by |
11 |
| improving access to primary health care services in rural and |
12 |
| underserved areas. The pilot program shall also provide |
13 |
| culturally sensitive maternity care services to immigrant and |
14 |
| minority populations accustomed to out-of-hospital births.

| Section 10. Definitions. In this Act:
|
16 |
| "Department" means the Department of Public Health. |
17 |
| "Designated shortage area" means a medically underserved |
18 |
| area or population or health manpower shortage area as defined |
19 |
| by the United States Department of Health and Human Services or |
20 |
| as otherwise designated by the Department of Public Health.
|
21 |
| "Nationally certified direct-entry midwife" means a |
22 |
| Certified Professional Midwife (CPM) as certified by the North |
23 |
| American Registry of Midwives, which is accredited by the |
24 |
| National Commission for Certifying Agencies.
|
25 |
| "Midwives model of care" means a model of maternity care |
26 |
| based on the fact that pregnancy and birth are normal life |
27 |
| processes as defined by the Midwifery Task Force, a national |
28 |
| collective midwifery group consisting of representatives from |
29 |
| the Midwives Alliance of North America, the North American |
30 |
| Registry of Midwives, the Midwifery Education Accreditation |
31 |
| Council, and Citizens for Midwifery.
