    AN ACT concerning State government.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The Legislative Commission Reorganization Act 
5
of 1984 is amended  by changing Section 8A-5 as follows:

    (25 ILCS 130/8A-5)

    Sec. 8A-5. Architect of the Capitol.

    (a) The Architect of the Capitol must be an architect 
9
licensed under the
the
Illinois Architecture Practice Act of 
10
1989 and must have at least 5 years of
experience in the field 
11
of architecture, historic preservation, or both.

    (b) The offices of the Architect of the Capitol and his or 
13
her staff shall
be located in Springfield, Illinois, in a 
14
building or facility occupied in
whole or in part by the 
15
legislative branch.

    (c) The Architect of the Capitol shall have the powers and 
17
duties provided
by law and by the Board of the Office of the 
18
Architect of the Capitol.
