Creates the Rapid Reduction of Asian Carp Population Pilot Program Act. Authorizes the Department of Natural Resources, subject to appropriation, to award grants to organizations that develop and implement programs to reduce the number of Asian carp in the Illinois River. Specifies how grants may be used. Repeals the Act on July 1, 2010. Amends the State Finance Act to create a special fund in the State treasury for the funding of the grants. Effective immediately.

| AN ACT concerning fish.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the Rapid |
5 |
| Reduction of Asian Carp Population Pilot Program Act . |
6 |
| Section 5. Definitions. As used in this Act: |
7 |
| "Department" means the Department of Natural Resources. |
8 |
| "Director" means the Director of Natural Resources. |
9 |
| Section 10. Rapid reduction of Asian carp population |
10 |
| grants. |
11 |
| (a) Subject to appropriation, the Department of Natural |
12 |
| Resources may award grants to organizations for the development |
13 |
| and implementation of programs to reduce the number of Asian |
14 |
| carp in the Illinois River. Grants shall be funded from the |
15 |
| Rapid Reduction of Asian Carp Fund, a special fund created in |
16 |
| the State treasury for that purpose. |

| (b) Grants under this Section may be used by a recipient |
18 |
| organization for: |
19 |
| (1) Payments to participants for the removal of Asian |
20 |
| carp from the Illinois River at a cost not to exceed 12 |
21 |
| cents per pound in the first year of the grant, 14 cents |
22 |
| per pound in the second year of the grant, and 16 cents per |
23 |
| pound in the remaining years of the grant. |

| (2) Marketing and processing of the Asian carp at a |
25 |
| cost not to exceed 5 cents per pound in the first year of |
26 |
| the grant, 5.5 cents per pound in the second year of the |
27 |
| grant, and 6 cents per pound in the remaining years of the |
28 |
| grant. |

| (3) Shipping and rendering of the Asian carp. |

| (4) Research and scientific data collection relating |
31 |
| to Asian carp population reduction. |
