Amends the Illinois Public Aid Code. Provides that during the 2006 fiscal
year,
the Department of Public Aid must begin an initiative to prevent and treat
pediatric
asthma. Provides that under the initiative, the Department must contract with
health care
providers for programs for the prevention and treatment of pediatric asthma
through
physician and patient education and case management. Requires implementation in
the
county or counties that have the highest volume or highest rate, compared to
national
averages, of hospitalization or mortality, or both, from pediatric asthma;
requires that, at
a minimum, a grant or grants be made each year in counties exceeding 3,000,000
in
population. Effective immediately.

| AN ACT in relation to public aid.

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Public Aid Code is amended by |
5 |
| adding Section 5-25 as
follows:
|

| (305 ILCS 5/5-25 new)
|

| Sec. 5-25. Pediatric asthma initiative. During the 2006 |
8 |
| fiscal year,
the
Department of Public Aid shall begin an |
9 |
| initiative to prevent and treat
pediatric asthma.
Under the |
10 |
| initiative, the Department shall contract with health care |
11 |
| providers
for
programs for the prevention and treatment of |
12 |
| pediatric asthma through physician
and
patient education and |
13 |
| case management. The Department shall contract with
providers |
14 |
| of
health care services that the Department has determined are |
15 |
| qualified, under
criteria
developed in rules, to deliver the |
16 |
| proposed program model, providing care
consistent
with the 1997 |
17 |
| guidelines on asthma from the National Institutes of Health. |
18 |
| The
Department shall enter into these contracts in the county |
19 |
| or counties that have
the highest
volume or highest rate, |
20 |
| compared to national averages, of hospitalization or
|
21 |
| mortality, or
both, from pediatric asthma according to criteria |
22 |
| specified by the Department
in rules and
as resources permit, |
23 |
| provided that these criteria must specify, at a minimum,
that a |
24 |
| grant
or grants shall be made each year in counties exceeding |
25 |
| 3,000,000 in
population.

| Section 99. Effective date. This Act takes effect upon |
27 |
| becoming law. |
