Amends the Compensation Review Act. Prohibits persons whose compensation is determined by the Compensation Review Board from receiving cost of living adjustments authorized by Senate Joint Resolution 192 of the 86th General Assembly for or during fiscal year 2005. Effective immediately.

| AN ACT concerning finance.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Compensation Review Act is amended by |
| 5 |
| changing Section 5.5 as follows:
|
| 6 |
| (25 ILCS 120/5.5)
|
| 7 |
| Sec. 5.5. FY03 and FY05 COLA's prohibited. Notwithstanding |
| 8 |
| any provision of this
Act, any other law, or any
resolution of |
| 9 |
| the General Assembly to the contrary,
members of the General
|
| 10 |
| Assembly, judges, other than the county supplement, State's |
| 11 |
| attorneys, other
than the county supplement, the elected |
| 12 |
| constitutional officers of State
government, and certain |
| 13 |
| appointed officers of State government, including
members of |
| 14 |
| State departments, agencies, boards, and commissions whose |
| 15 |
| annual
compensation is determined by the Board, are prohibited |
| 16 |
| from receiving and
shall not receive any
increase in |
| 17 |
| compensation based on a cost of living adjustment, as |
| 18 |
| authorized by
Senate Joint Resolution 192 of the
86th General |
| 19 |
| Assembly, (i) for or during the fiscal year beginning July 1, |
| 20 |
| 2002 and (ii) for or during the fiscal year beginning July 1, |
| 21 |
| 2004.

| Section 99. Effective date. This Act takes effect upon |
