Makes appropriations to the Illinois Student Assistance Commission for various purposes. Effective July 1, 2004.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following amounts, or so much of those amounts as may be necessary, respectively, are appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for its ordinary and contingent expenses:
For Administration
For Personal Services......................... $1,988,000
For Employee Retirement Contributions
Paid by Employer................................ 79,500
For State Contributions to State
Employees Retirement System.................... 218,700
For State Contributions to Social Security....... 152,000
For Contractual Services....................... 1,802,600
For Travel........................................ 26,400
For Commodities................................... 32,800
For Printing..................................... 100,000
For Equipment..................................... 10,000
For Telecommunications........................... 113,500
For Operation of Auto Equipment.................... 5,500

Section 10. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for the following purposes:

For payment of Monetary Award Program grants
to students eligible to receive such grants,
as provided by law, including up to
$7,000,000 for transfer into the Monetary
Award Program Reserve Fund................ $242,331,500
Section 15. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for the following purposes:

For payment of matching grants to Illinois
institutions to supplement scholarship
programs, as provided by law.................. $950,000
For payment of Merit Recognition Scholarships
to undergraduate students under the Merit
Recognition Scholarship Program provided
for in Section 31 of the Higher Education
Student Assistance Act............................... 0
For the payment of scholarships to students
who are children of policemen or firemen
killed in the line of duty, or who are
dependents of correctional officers
killed or permanently disabled in the line
of duty, as provided by law.................... 350,000
For payment of Illinois National Guard and
Naval Militia Scholarships at State-
controlled universities and public
community colleges in Illinois to
students eligible to receive such

For payment of military Veterans'
scholarships at State-controlled
universities and at public community

Section 25. The following named amount, or so much thereof as may be necessary, is appropriated from the Contracts and Grants Fund to the Illinois Student Assistance Commission for the following purpose:
To support research, outreach, and training

Section 30. The following named amount, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Illinois Student Assistance Commission for the following purpose:

Section 50. The following named amount, or so much thereof as may be necessary, is appropriated from the Illinois Future Teacher Corps Scholarship Fund to the Illinois Student Assistance Commission for the following purpose:

Section 55. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Illinois Student Assistance Commission from the Student Loan Operating Fund for its ordinary and contingent expenses:

of any of the following: for guarantees
of loans that are uncollectible, for
collection payments to the Student Loan
Operating Fund as required under
agreements with the United States
Secretary of Education, for payments to
the Student Loan Operating Fund
for Default Aversion Fees,
and for other distributions as necessary and provided
for under the Federal Higher Education
Act....................................... $190,000,000
Section 65. The following named amount, or so much thereof as may be necessary, is appropriated from the Student Loan Operating Fund to the Illinois Student Assistance Commission for the following purposes:
For distribution when necessary as a result
of any of the following: for payment of
collection agency fees associated with
collection activities for Federal Family
Education Loans, for Default Aversion Fee
reversals, and for other distributions as
necessary and provided for under the
Federal Higher Education Act............... $24,000,000
Section 70. The following named amount, or so much thereof as may be necessary, is appropriated from the Student Loan Operating Fund to the Illinois Student Assistance Commission for the following purpose:
For costs associated with Federal Loan
System Development and Maintenance.......... $5,000,000
Section 75. The following named amount, or so much thereof as may be necessary, is appropriated from the Federal Student Assistance Scholarship Fund to the Illinois Student Assistance Commission for the following purpose:
For transferring repayment funds collected
under the Paul Douglas Teacher Scholarship
Program to the U.S. Treasury.................. $400,000
Section 80. The following sum, or so much thereof as may
be necessary, is appropriated from the Federal Student Incentive Trust Fund for the Federal Leveraging Educational Assistance and the Supplemental Leveraging Educational Assistance Programs to the Illinois Student Assistance Commission for the following purpose:

Section 99. Effective date. This Act takes effect July 1, 2004.
