    Amends the Sex Offender Registration Act.  Provides that the 10-year period for the registration of a sex offender shall commence when the sex offender both signs the notification form of the sex offender's duty to register and completes his or her initial registration with the law enforcement agency in which the sex offender is required to register.  Effective immediately.

    AN ACT concerning sex offenders.

    Be it enacted by the People of the State of Illinois,
 
3
represented in the General Assembly:

    Section 5. The Sex Offender Registration Act is amended  by 
5
changing Section 7 as follows:

    (730 ILCS 150/7)  (from Ch. 38, par. 227)

    Sec. 7. Duration of registration. A person who has been 
8
adjudicated to
be
sexually dangerous and is later released or 
9
found to be no longer sexually
dangerous and discharged, shall 
10
register for the period of his or her natural
life.
A sexually 
11
violent person or sexual predator shall register for the period 
12
of
his or her natural life
after conviction or adjudication if 
13
not confined to a penal institution,
hospital, or other 
14
institution or facility, and if confined, for
the period of his 
15
or her natural life after parole, discharge, or release from

16
any such facility.
Any other person who is required to register

17
under this Article shall be required to register for a period 
18
of 10 years after
conviction or adjudication if not confined to 
19
a penal institution, hospital
or any other
institution or 
20
facility, and if confined, for a period of 10 years after

21
parole, discharge or release from any such facility.  The 
22
10-year period shall commence when the sex offender both signs 
23
the notification form prescribed in Section 4, 5, or 5-5, 
24
whichever is applicable, and completes his or her initial 
25
registration with the law enforcement agency having 
26
jurisdiction under Section 3. A sex offender who is
allowed to 
27
leave a county, State, or federal facility for the purposes of 
28
work
release, education, or overnight visitations shall be 
29
required
to register within 10 days of beginning such a 
30
program. Liability for
registration terminates at the 
31
expiration of 10 years from the date of
conviction or 
32
adjudication if not confined to a penal institution, hospital

or any other
institution or facility and if confined, at the 
2
expiration of 10 years from the
date of parole, discharge or 
3
release from any such facility, providing such
person does not, 
4
during that period, again
become
liable
to register under the 
5
provisions of this Article.
The Director of State Police, 
6
consistent with administrative rules, shall
extend for 10 years 
7
the registration period of any sex offender, as defined
in 
8
Section 2 of this Act, who fails to
comply with the provisions 
9
of this Article.

    Section 99. Effective date. This Act takes effect upon 
12
becoming law.
