Amends the Illinois Vehicle Code and the State Finance Act. Creates the
Emergency Medical Technicians' Trauma Center Fund. Provides for the issuance of EMT license plates to applicants licensed as emergency medical technicians by the Department of Public Health. Provides that in addition to the
appropriate registration fees, an applicant for the special plate shall be
charged an original issuance fee of $40 and a fee of $27 for each
renewal. Provides that $25 of the additional original issuance fee and $25 of
the renewal fee
shall be deposited into
the Emergency Medical Technicians' Trauma Center Fund. Provides that $15 of the original
issuance fee and
$2 of the renewal fee shall be deposited into the Secretary of
State Special License Plate Fund. Provides that subject to appropriation by
the General Assembly and approval by the Secretary of State, the Department of Public Health shall use all moneys in the Emergency Medical Technicians' Trauma Center Fund for grants to trauma centers.

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section
5.620 as follows:
|

| Sec. 5.620. The Emergency Medical Technicians' Trauma |

| Center Fund.

| Section 10. The Illinois Vehicle Code is amended by adding
|

| Section 3-663 as follows:
|

| Sec. 3-663. EMT license plates.
|
13 |
| (a) The Secretary, upon receipt of an application made in |
14 |
| the form
prescribed by the Secretary, may issue special |
15 |
| registration plates designated
as EMT license plates to |
16 |
| applicants licensed as emergency medical technicians by the |
17 |
| Department of Public Health. The special plates issued under |
18 |
| this
Section
shall be affixed only to passenger vehicles of the |
19 |
| first division, motor
vehicles of the second division weighing |
20 |
| not more than 8,000 pounds, and
recreational vehicles as |
21 |
| defined in Section 1-169 of this Code. Plates
issued under this |
22 |
| Section shall expire according to the multi-year procedure
|
23 |
| established by Section 3-414.1 of this Code.
|
24 |
| (b) The design and color of the plates is wholly within the |
25 |
| discretion of
the Secretary.
The
Secretary may allow the plates |
26 |
| to be issued as vanity or personalized
plates under Section |
27 |
| 3-405.1 of the Code. The Secretary shall prescribe
stickers or
|
28 |
| decals as provided under Section 3-412 of this Code.

| (c) An applicant for the special plate shall be charged a |
30 |
| $40 fee for
original issuance in addition to the appropriate |
