Amends the Illinois Procurement Code. Requires that State contracts include the contractor's certification that services performed under the contract or a subcontract shall be performed within the United States. Requires the Procurement Policy Board to establish any exemptions. Requires that a contract be voided for violation of the certification if the chief procurement officer deems it to be in the best interest of the State.

| AN ACT concerning procurement.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Procurement Code is amended by |
5 |
| adding Section 25-65 as follows: |
6 |
| (30 ILCS 500/25-65 new) |
7 |
| Sec. 25-65. Contracts performed outside the United States.
|
8 |
| Each State contract awarded on or after the effective date of |
9 |
| this amendatory Act of the 93rd General Assembly shall include |
10 |
| a certification by the contractor that any service performed |
11 |
| under the contract or a subcontract shall be performed within |
12 |
| the United States. The State may void any contract for |
13 |
| violation of that certification if the appropriate chief |
14 |
| procurement officer deems that action to be in the best |
15 |
| interest of the State. The Procurement Policy Board by rule may |
16 |
| establish categories of exemptions from this Section when the |
17 |
| Board deems those exemptions to be in the best interest of the |
18 |
| State.
