093_SB1743enr SB1743 Enrolled LRB093 10766 MKM 11170 b 1 AN ACT concerning economic development. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Department of Commerce and Community 5 Affairs Law of the Civil Administrative Code of Illinois is 6 amended by adding Section 605-970 as follows: 7 (20 ILCS 605/605-970 new) 8 Sec. 605-970. Motor Sports Promotion Council Task Force. 9 The Motor Sports Promotion Council Task Force is created 10 within the Department to gather information and make 11 recommendations to the Governor and the General Assembly 12 regarding the creation of a Motor Sports Promotion Council. 13 The mission of the Motor Sports Promotion Council shall be to 14 conduct a study and make recommendations regarding the 15 effects that the motor sports racing industry would have on 16 the State of Illinois. The Motor Sports Promotion Council 17 would aim to enhance Illinois' economy, image, and quality of 18 life through the recruitment, development, and promotion of 19 regional, national, and international motor racing industry 20 events. The Council would be responsible for enhancing the 21 sports tourism industry throughout the State by the process 22 of attracting, hosting, and supporting regional, national, 23 and international motor sports racing events and 24 organizations throughout the State. 25 The Motor Sports Promotion Council Task Force shall 26 consist of 7 voting members as follows: 3 members appointed 27 by the Governor, one of whom shall be designated as Chair of 28 the Task Force at the time of appointment; one member 29 appointed by the President of the Senate; one member 30 appointed by the Senate Minority Leader; one member appointed 31 by the Speaker of the House; and one member appointed by the SB1743 Enrolled -2- LRB093 10766 MKM 11170 b 1 House Minority Leader. If a vacancy occurs in the Motor 2 Sports Promotion Council Task Force membership, the vacancy 3 shall be filled in the same manner as the initial 4 appointment. 5 Task Force members shall serve without compensation, but 6 may be reimbursed for their personal travel expense from 7 funds available for that purpose. The Department shall 8 provide staff and administrative support services to the Task 9 Force. The Department and the Task Force may accept donated 10 services and other resources from registered not-for-profit 11 organizations that may be necessary to complete the work of 12 the Task Force with minimal expense to the State of Illinois. 13 The Motor Sports Promotion Council Task Force may begin 14 to conduct business upon appointment of a majority of the 15 voting members, including the Chair of the Task Force. The 16 Task Force may adopt bylaws and shall meet at least once each 17 calendar quarter. The Task Force may establish any committees 18 and offices it deems necessary. For purposes of Task Force 19 meetings, a quorum is 4 voting members. Meetings of the Task 20 Force are subject to the Open Meetings Act. The Task Force 21 must afford an opportunity for public comment at each of its 22 meetings. The Task Force shall submit a report to the 23 Governor and General Assembly no later than February 1, 2004 24 concerning its finding and recommendations.
