 2        AMENDMENT NO.     .  Amend Senate Bill 610  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.   The  Grain  Code  is  amended  by changing
 5    Section 1-25 as follows:

 6        (240 ILCS 40/1-25)
 7        Sec. 1-25.  Rules.  The Department may  adopt  promulgate
 8    rules   that   are   necessary  for  the  implementation  and
 9    administration of this Code.
