 1        AN ACT in relation to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    adding Section 3-809.2 as follows:

 6        (625 ILCS 5/3-809.2 new)
 7        Sec. 3-809.2.  All-terrain vehicles must be numbered.
 8        (a)  A  person  may  not  operate  or give permission for
 9    another person to operate an all-terrain vehicle  unless  the
10    all-terrain vehicle has been numbered in accordance with this
11    Section and with rules adopted by the Secretary of State.
12        (b)  The  owner  of  any all-terrain vehicle must file an
13    application for an identification number with the  Office  of
14    the  Secretary  of  State on forms approved by the Secretary.
15    The application must be accompanied by the fee determined  by
16    the Secretary.
17        (c)  The  owner shall paint on or attach to both sides of
18    an all-terrain vehicle  the identification number  issued  by
19    the  Secretary, which shall be of block characters at least 3
20    inches in height. The figures shall read from left to  right,
21    be   of   contrasting  color  to  their  background,  and  be
22    maintained in a legible condition. No  other  number  may  be
23    displayed on the sides of the all-terrain vehicle.
24        (d)  The  Secretary  shall  adopt  rules for implementing
25    this Section.
