 1                     AMENDMENT TO SENATE BILL 89

 2        AMENDMENT NO.     .  Amend Senate Bill  89  by  replacing
 3    the title with the following:

 4        "AN ACT in relation to appropriations."; and

 5    immediately  below  the  enacting  clause,  by  inserting the
 6    following:

 7        "Section 3. The State Finance Act is  amended  by  adding
 8    Section 13.5 as follows:

 9        (30 ILCS 105/13.5 new)
10        Sec.   13.5.  Limitation  on  bills  for  appropriations;
11    Secretary of State. All bills for appropriations to  be  made
12    by  the  General  Assembly  to the Office of the Secretary of
13    State shall identify the division or department for each item
14    of appropriation within the bill and shall by  separate  line
15    item  set  forth  program data for each item of appropriation
16    within the bill.".
