Amend Senate Bill 10, AS AMENDED, by 3 replacing everything after the enacting clause with the 4 following: 5 "Section 5. The University of Illinois Act is amended by 6 adding Section 25 as follows: 7 (110 ILCS 305/25 new) 8 Sec. 25. Limitation on tuition increase. Beginning with 9 the 2004-2005 academic year, the tuition charged an 10 undergraduate student who is an Illinois resident shall not 11 exceed the amount that the student was charged at the time he 12 or she first enrolled in the University. This Section 13 constitutes a binding and irrevocable tuition guarantee for 4 14 academic years. 15 Section 10. The Southern Illinois University Management 16 Act is amended by adding Section 15 as follows: 17 (110 ILCS 520/15 new) 18 Sec. 15. Limitation on tuition increase.
