2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The School Code is amended by changing
Section | |||||||||||||||||||
5 | 2-3.106 as follows:
| |||||||||||||||||||
6 | (105 ILCS 5/2-3.106) (from Ch. 122, par. 2-3.106)
| |||||||||||||||||||
7 | Sec. 2-3.106. State Urban Education Partnership Grants. | |||||||||||||||||||
8 | From State moneys
appropriated specifically for purposes of | |||||||||||||||||||
9 | this Section, the State Board of
Education shall award State | |||||||||||||||||||
10 | Urban Education Partnership Grants to
qualifying attendance | |||||||||||||||||||
11 | centers within school districts that meet
the criteria | |||||||||||||||||||
12 | specified in subparagraph (A) or subparagraph (B) below:
| |||||||||||||||||||
13 | (A) The number of students enrolled in the public | |||||||||||||||||||
14 | schools of the district
is 1,500 or more, and not less than | |||||||||||||||||||
15 | 10% of those students are low income
students as determined | |||||||||||||||||||
16 | with reference to the annual Public Schools Fall
| |||||||||||||||||||
17 | Enrollment-Housing Report that the school district is | |||||||||||||||||||
18 | required to file with
the State Board of Education; or
| |||||||||||||||||||
19 | (B) The school district receives not less than $100,000 | |||||||||||||||||||
20 | in a fiscal
year from funds allocated and distributed under | |||||||||||||||||||
21 | Chapter 1 of Title I of the
federal Elementary and | |||||||||||||||||||
22 | Secondary Education Act of 1965, and not less than
10% of | |||||||||||||||||||
23 | the students enrolled in the public schools of
the school | |||||||||||||||||||
24 | district are "minority students", defined for purposes of | |||||||||||||||||||
25 | this
Section to mean a pupil who is Black (having origins | |||||||||||||||||||
26 | in any of the black
racial groups in Africa), Hispanic (of | |||||||||||||||||||
27 | Spanish or Portuguese culture with
origins in Mexico, South | |||||||||||||||||||
28 | or Central America, or the Caribbean Islands,
regardless of | |||||||||||||||||||
29 | race), Asian American (having origins in any of the
| |||||||||||||||||||
30 | original peoples of the Far East, Southeast Asia, the | |||||||||||||||||||
31 | Indian Subcontinent,
or the Pacific Islands), or American | |||||||||||||||||||
32 | Indian or Alaskan Native (having
origins in any of the |
| |||||||
| |||||||
1 | original peoples of North America).
| ||||||
2 | State Urban Education Partnership Grants awarded under | ||||||
3 | this Section shall
be used for the planning, development, | ||||||
4 | operation or expansion of programs,
projects and activities | ||||||
5 | that are designed to carry out programs that
improve student | ||||||
6 | achievement or the quality of education for students and
that | ||||||
7 | are comparable or similar in nature to targeted assistance | ||||||
8 | programs
for which discretionary federal grant funds are | ||||||
9 | allocated under Chapter 2
of Title I of the federal Elementary | ||||||
10 | and Secondary Education Act of
1965; provided, that in | ||||||
11 | evaluating applications and awarding State Urban
Education | ||||||
12 | Partnership Grants under this Section, priority consideration | ||||||
13 | and
preference shall be given to grant applications that | ||||||
14 | propose to carry out
effective school programs that are | ||||||
15 | developed and designed to increase the
academic achievement | ||||||
16 | levels of students in large and small urban communities
through | ||||||
17 | collaborative efforts or partnerships between the attendance | ||||||
18 | center
applying for the grant and at least one parent or | ||||||
19 | community group, social
service agency, public sector business | ||||||
20 | entity or institution of higher
education. Indicators of such | ||||||
21 | effective school programs shall include but
not be limited to | ||||||
22 | components designed to improve student attendance at
school and | ||||||
23 | in class, increase student homework output and quality,
| ||||||
24 | increase student time on the task of acquiring basic and higher | ||||||
25 | order
skills, improve teacher-given classroom grades, improve | ||||||
26 | State and national
standardized test scores and assessment | ||||||
27 | results, improve community
involvement in the development and | ||||||
28 | implementation of effective school
programs, and improve | ||||||
29 | parent involvement to foster a positive home
environment, | ||||||
30 | meaningful parent-child communication in matters of | ||||||
31 | educational
performance and progress, and increased parent | ||||||
32 | participation in home
learning activities, school volunteer | ||||||
33 | activities and school governance.
| ||||||
34 | The State Board of Education shall adopt rules and | ||||||
35 | regulations governing
the procedure and requirements | ||||||
36 | applicable to grant applications submitted
under this Section. |

| |||||||
1 | The period during which grants may be awarded to an
attendance | ||||||
2 | center under this Section shall not exceed 3 consecutive school
| ||||||
3 | years; provided that before approving continuation of a grant | ||||||
4 | for a new
school year, the State Board of Education shall | ||||||
5 | review and evaluate a
report which the attendance center shall | ||||||
6 | file with respect to its use of
grant funds in carrying out | ||||||
7 | grant programs during the preceding school year.
| ||||||
8 | Grants shall be awarded to attendance centers under this | ||||||
9 | Section on a
competitive basis, and the State Board of | ||||||
10 | Education shall establish
standards, consistent with the | ||||||
11 | provisions of this Section, by which to
evaluate grant | ||||||
12 | applications and programs submitted and proposed hereunder.
| ||||||
13 | It is the purpose and intent of this Section to establish a | ||||||
14 | State grant
program that parallels and supplements, but that | ||||||
15 | operates independently of
federal grant programs that allocate | ||||||
16 | funds for targeted assistance under
Chapter 2 of Title I of the | ||||||
17 | federal Elementary and Secondary Education Act
of 1965.
