DHS' operational costs are likely to increase, but the amount cannot be determined. The resolution to fund the Department of Human Services' operational budget for only the first six months of FY05 is an unusual event that, if enforced, will create uncertainties in the minds of consumers, provides, and staff. In addition to the possible increase in operational costs, more important is the uncertainity and duress that could be experienced by the people that depend on DHS services and the families of those living in our facilities. While there is no reason to believe the legislature will not appropriate operational funds for the second half of FY2005, that is not likely to allay the fears of those served by programs such as TANF and Home Services. The Department cannot fully anticipate the fiscal impact of the uncertainties associated with the proposed six month funding of the operational budget. This resolution, if passed and enforced, will compel every constituency with whom DHS interacts to live in a climate of uncertainty until the legislature appropriates funding for the remainder of FY05. |
