Synopsis As Introduced
Urges the Department of Human Services to make periodic progress reports to the House Special Committee on Fee-For-Service Initiatives concerning the Department's transition to a fee-for-service methodology to pay providers for serving the State's clients with problems of substance abuse, developmental disability, and mental illness; and urges the General Assembly to adopt an operational budget for the Department of Human Services that reflects only the first six months of funding for the coming fiscal year, while appropriating the full year of grant lines.

	State Debt Impact Note (Economic and Fiscal Commission)
	House Resolution 982 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

	Pension Note (Economic and Fiscal Commission)
	House Resolution 982 would not impact any public pension fund or retirement system in Illinois.

	Judicial Note (Admin Office of the Illinois Courts)
	House Resolution 982 would have no impact on the number of judges needed in the State.

Fiscal Note (Department of Human Services)

DHS' operational costs are likely to increase, but the amount cannot be determined. The resolution to fund the Department of Human Services' operational budget for only the first six months of FY05 is an unusual event that, if enforced, will create uncertainties in the minds of consumers, provides, and staff. In addition to the possible increase in operational costs, more important is the uncertainity and duress that could be experienced by the people that depend on DHS services and the families of those living in our facilities. While there is no reason to believe the legislature will not appropriate operational funds for the second half of FY2005, that is not likely to allay the fears of those served by programs such as TANF and Home Services. The Department cannot fully anticipate the fiscal impact of the uncertainties associated with the proposed six month funding of the operational budget. This resolution, if passed and enforced, will compel every constituency with whom DHS interacts to live in a climate of uncertainty until the legislature appropriates funding for the remainder of FY05.
