It is difficult to fully quantify the administrative costs associated with this legislation, but there would be a significant start-up cost to offering prepaid room and board contracts, estimated to be more than $350,000. This estimate is comprised mostly of computer programming costs and the associated computer software and, to a lesser degree, hardware necessary to implement a record-keeping system parallel to that used for prepaid tuition contracts. Beyond the start-up phase, there also would be indeterminate additional costs connected with annual administration of these contracts. Those annual administrative costs will increase as the volume of contracts under management increases. |
