House Bill 2356 proposes that a non-federally licensed firearm dealer who desires to transfer a firearm while on the grounds of a gun show must do so only through a person who is a federally licensed firearm dealer as outlined in the Firearm Owner's Identification (FOID) Card Act. A violation would be a Class A misdemeanor or a Class 3 or Class 4 felony. There is no available data related to illegal firearm purchases that take place at gun shows so that an objective determination regarding the number of persons who would be impacted by this legislation can be made, although the impact is expected to be minimal.
