Synopsis As Introduced
Amends the Election Code. Authorizes the submission of public questions to voters in less than all precincts of a municipality of any size (now, more than 1,000,000 population).

House Amendment No. 1

	Adds reference to:
	10 ILCS 5/28-9

Amends the Election Code. Provides that petitions to place statewide advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election (now, 10% of the registered voters in the State). Provides that petitions to place local advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election by registered voters of the jurisdiction where the question will be submitted (now, by 10% of the voters of the election jurisdiction where the question will be submitted). Adds immediate effective date.
