State Mandates Fiscal Note (Dept of Commerce and Community Affairs) | |
Under the State Mandates Act, a "State mandate" means any State-initiated statutory or executive action that requires a unit of local government to establish, expand, or modify its activities in such a way as to necessitate additional expenditures from local revenues. HB 1507 relates to proceedings in court regarding parents of minors, and does not impose requirements on units of local government. Therefore, in the opinion of DCCA, HB 1507 does not create a State Mandate under the State Mandates Act. |

House Bill 1507 could significantly increase judicial workloads, however, because the number of cases in which jury trials would be required is unknown, it is not possible to determine whether additional judges would be needed. |
Fiscal Note (Department of Children and Family Services) | |
The main fiscal impact of the proposed legislation will result from increased time in foster care for cases with jury trial petitions. It is estimated that this delay will cost the Department of Children and Family Services $10.2 million annually |
