Synopsis As Introduced
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall report to the General Assembly whether the rates for retail telecommunications services provided to business end users with 4 or fewer access lines have declined or increased since the enactment of Public Act 92-22. Effective immediately.

House Amendment No. 1
Changes the report deadline to April 1, 2004 and limits the subject of the report to certain incumbent carriers providing service in Illinois.
