Synopsis As Introduced
Amends the School Code. Requires the State Board of Education to study a way to use funds from gambling to reduce classroom size in grades K through 3 to no more than 15 students per classroom and to increase student literacy.

 House Bill 1177 does not create a mandate on school districts.

 Fiscal Note (State Board of Education)
 House Bill 1177 will require minor administrative costs. Normally the State Board would be able to perform studies with existing resources but it has insufficient staff and contractual resources because of FY03 reserves and anticipated FY04 reductions to perform anything of substance. Fortunately, in this case, the source of funds is already defined (gambling) as is the intervention (class size reduction to 15). Because the legislation does not leave much to study other than a method for distributing the funds to school districts, it is likely that the State Board can perform this within existing resources.
