The additional demands of regulating HB 147 would require approximately 250 additional enforcement agents as well as approximately 20 administrative personnel. Total administrative costs to the State would be $14.5 million in Year 1. Offset against $3.0 million in designated fees, operations would exceed available funds by $11.5 million. In Year 2, operations would exceed projected fee revenue designated for administration costs by $9.9 million. In Year 3, this figure is projected to exceed fee revenues by $10.7 million. This Bill requires a communication and computer system linking all the video gaming terminals to a centralized control system. These figures do not include the costs of developing and maintaining this computer system to monitor and coordinate the accountability of the entire operation. Based on communication with other state jurisdictions with similar operations, the annual cost to the State could be several millions dollars. |
