To accommodate the additional demands of regulating the issues presented in HB 144, the Gaming Board needs to address the impact to operations resulting from 2 new gaming facilities, a 74% increase in the number of gaming positions resulting from the new sites as well as the indirect administrative functions. Approximately 32 staff positions would be needed to enforce the added gaming activity at the new sites. Approximately 30 additional support staff would be needed to handle the administrative functions. These include personnel within the Legal Division, Investigations, Field Auditors, Internal Control Auditors, Tax Collection, Budget and Finance. Total operating costs, which consist of Personal Services & Fringes, Contractual Services, Travel, Printing, Commodities, Equipment, EDP, Telecommunication and Op. of Auto amount to approximately $19.3 million. The Gaming Board's pending FY 2004 Budget Request, excluding HB 144, is for $14.4 million. The proposed legislation would increase operating expenses by $4.9 million (34%) Deducting the estimated operating costs from the State Gaming Fund provides for a net increases of $597.0 million to the State in FY 2004. |
