2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Richard E. "Dick" Helton of | ||||||
4 | Shelbyville, who passed away on January 7, 2025; and | ||||||
5 | WHEREAS, Dick Helton, the son of Vernon "Jiggs" Helton Jr. | ||||||
6 | and Alice Ruth (Bare) Helton, was born in Shelby County on | ||||||
7 | January 20, 1951; he graduated from Shelbyville High School in | ||||||
8 | 1969, and he went on to graduate from Lake Land College and | ||||||
9 | Eastern Illinois University; he was a member of the Illinois | ||||||
10 | Army National Guard from 1969 to 1975; he married Toni Marie | ||||||
11 | Price in Shelbyville on June 21, 1972; and | ||||||
12 | WHEREAS, Over the course of his 45-year career in public | ||||||
13 | service, Dick Helton worked as a sanitarian for the Shelby | ||||||
14 | County Health Department and the Dewitt-Piatt Bi-County Health | ||||||
15 | Department, a city administrator for the City of Clinton, an | ||||||
16 | executive director for the Bloomington-Normal Area Chamber of | ||||||
17 | Commerce and Economic Development, and as village manager of | ||||||
18 | Savoy; and | ||||||
19 | WHEREAS, Dick Helton was a member of the First Christian | ||||||
20 | Church of Shelbyville; he was also a member of the Clinton | ||||||
21 | Rotary Club, the Savoy Rotary Club, the Illinois City | ||||||
22 | Managers' Association, the American City Managers' |

1 | Association, the Illinois Planning Association, the American | ||||||
2 | Planning Association, and many other organizations; and | ||||||
3 | WHEREAS, Dick Helton was an avid fan of the Chicago Cubs, | ||||||
4 | the Chicago Bears, and University of Illinois sports; and | ||||||
5 | WHEREAS, Dick Helton was happiest when spending time with | ||||||
6 | his family and friends; he loved his family, his country, and | ||||||
7 | his faith; and | ||||||
8 | WHEREAS, Dick Helton was preceded in death by his parents | ||||||
9 | and his brothers, Michael Vernon Helton and Stephen Franklin | ||||||
10 | Helton; and | ||||||
11 | WHEREAS, Dick Helton is survived by his wife, Toni Helton; | ||||||
12 | his children, Kristi Marie (Jason) Probst, Benjamin Richard | ||||||
13 | (Sarah) Helton, Adam Douglas (Christina) Helton, and Caroline | ||||||
14 | Alyse (Devin Scheidemantel) Helton; his adopted daughter, | ||||||
15 | Britany (James) Carver; and 11 grandchildren; therefore, be it | ||||||
16 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL | ||||||
17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
18 | Richard E. "Dick" Helton and extend our sincere condolences to | ||||||
19 | his family, friends, and all who knew and loved him; and be it | ||||||
