SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Farmland Transition Commission Act. Provides that the Department of Agriculture shall establish a Farmland Transition Commission to examine current barriers individuals ages 21 through 40 face when trying to purchase or access farmland, review current incentives and policies to encourage the transfer of farmland to current or prospective farmers between the ages of 21 through 40, and to make recommendations on possible incentives or policies to assist these individuals in purchasing or accessing farmland. Specifies membership of the Commission. Provides that Commission members shall serve without compensation. Provides that the Commission shall meet at least on a quarterly basis. Provides that the Commission shall file a report annually with the Governor and the General Assembly on or before January 1 of each year on its recommendations for possible incentives to assist young farmers between the ages of 21 and 40 in acquiring access to farmland in the State. Provides that the Department of Agriculture shall provide administrative and other support to the Commission as needed. Provides that the Commission is dissolved and this provision is repealed on December 31, 2031.

1    AN ACT concerning agriculture.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Farmland Transition Commission Act.
 
6    Section 5. Farmland Transition Commission; membership
7duties.
8    (a) The Department of Agriculture shall establish a
9Farmland Transition Commission to examine current barriers
10individuals ages 21 through 40 face when trying to purchase or
11access farmland, review current incentives and policies to
12encourage the transfer of farmland to current or prospective
13farmers between the ages of 21 through 40, and to make
14recommendations on possible incentives or policies to assist
15these individuals in purchasing or accessing farmland.
16    (b) Members of the Commission shall include:
17        (1) the Director of Agriculture or the Director's
18    designee, who shall serve as chair of the Commission;
19        (2) the Director of Natural Resources or the
20    Director's designee;
21        (3) one member representing the University of Illinois
22    Extension, appointed by the Director of Agriculture;
23        (4) the State Treasurer or the State Treasurer's

1    designee;
2        (5) one member of an association representing farmers,
3    appointed by the Director of Agriculture;
4        (6) one member of an association representing corn
5    growers, appointed by the Director of Agriculture;
6        (7) one member of an association representing soybean
7    growers, appointed by the Director of Agriculture;
8        (8) one member of an association representing pork
9    producers, appointed by the Director of Agriculture;
10        (9) one member of an association representing beef
11    producers, appointed by the Director of Agriculture;
12        (10) one member representing specialty growers,
13    appointed by the Director of Agriculture;
14        (11) one member of the House of Representatives,
15    appointed by the Speaker of the House;
16        (12) one member of the House of Representatives,
17    appointed by the Minority Leader of the House;
18        (13) one member of the Senate, appointed by the Senate
19    President;
20        (14) one member of the Senate, appointed by the Senate
21    Minority Leader; and
22        (15) four members who are farmers between the ages of
23    21 and 40 from different regions of the State, appointed
24    by the Director of Agriculture.
25    (c) Commission members shall serve without compensation.
26    (d) The Commission shall meet at least on a quarterly

1basis.
2    (e) The Commission shall file a report annually with the
3Governor and the General Assembly on or before January 1 of
4each year on its recommendations for possible incentives to
5assist young farmers between the ages of 21 and 40 in acquiring

7    (f) The Department of Agriculture shall provide
8administrative and other support to the Commission as needed.
9    (g) The Commission is dissolved and this Section is
10repealed on December 31, 2031.
