SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/16-109 new

    Amends the Illinois Vehicle Code. Provides that a court appearance, either in person or remote, including by telephone or video conference, is required for the following violations: (i) all alleged major traffic offenses of the Vehicle Code, (ii) all alleged violations of certain provisions of the Code, (iii) all alleged violations of the Child Passenger Protection Act, (iv) any traffic offense that results in a crash causing the death of any person or injury to any person other than the accused, (v) Class A conservation offenses or offenses for which civil penalties are required under certain provisions in the Fish and Aquatic Life Code or certain provisions of the Wildlife Code, (vi) offenses arising from multiple charges, except if the only charges alleged are nonmoving violations, (vii) violation of any ordinance of any unit of local government defining offenses comparable to those specified in certain provisions of the Code, and (viii) any minor traffic offense where the statutory minimum fine is greater than $95, except those offenses involving truck violations pursuant to Supreme Court Rule 531(a) or similar municipal ordinances.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 16-109 as follows:
 
6    (625 ILCS 5/16-109 new)
7    Sec. 16-109. Mandatory court appearances.
8    (a) A court appearance, either in person or remote,
9including by telephone or video conference, is required for
10the following violations:
11        (1) All alleged major traffic offenses of this Code.
12        (2) All alleged violations of Sections 3-707, 3-708,
13    6-101, 6-104, 6-113, subsection (a) of Section 11-1414,
14    subsection (g) of Section 15-112, and subsection (j) of
15    Section 15-301 of the Illinois Vehicle Code.
16        (3) All alleged violations of the Child Passenger
17    Protection Act.
18        (4) Any traffic offense that results in a crash
19    causing the death of any person or injury to any person
20    other than the accused.
21        (5) Class A conservation offenses or offenses for
22    which civil penalties are required under Section 20-35 of
23    the Fish and Aquatic Life Code or Section 3.5 of the

1    Wildlife Code.
2        (6) Offenses arising from multiple charges, except if
3    the only charges alleged are nonmoving violations.
4        (7) Violation of any ordinance of any unit of local
5    government defining offenses comparable to those specified

7    Section.
8        (8) Any minor traffic offense where the statutory
9    minimum fine is greater than $95, except those offenses
