SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Climate Displacement Task Force Act for the purpose of making recommendations regarding climate displacement within the State. Contains provisions concerning the appointment of members to the Task Force and the duties of the Task Force. Requires the Task Force to submit to the General Assembly an initial report delineating the Task Force's findings, conclusions, and recommendations by no later than June 30, 2026.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Climate Displacement Task Force Act.
 
6    Section 5. Purpose. The purpose of this Act is to ensure
7Illinois proactively plans for climate-driven displacement by
8identifying future resource needs, supporting community
9resilience, and developing policies in collaboration with
10residents, advocates, and industry stakeholders. With rising
11global water levels and more extreme weather events, states
12like Illinois will see an increase in the number of people
13relocating to escape these situations, which may include: (i)
14an influx of people from areas outside of Illinois facing
15greater threats, which can put strain on existing resources,
16(ii) increasing impacts on current Illinois residents, which
17may lead to a need to relocate within Illinois and even within
18smaller geographies, or (iii) both. The State of Illinois has
19a responsibility to analyze the State's future needs and to
20ensure the resilience of resources. As a result, the State of
21Illinois must adequately prepare to make robust policy
22suggestions in consultation with residents, advocates, and
23industry.

1    Section 10. Appointments. Members of the Task Force must
2be appointed no later than 60 days after the effective date of
3this Act. If a vacancy occurs on the Task Force, it shall be
4filled according to the guidelines of the initial appointment.
5These guidelines might include consultation with relevant
6stakeholders, adherence to diversity and equity principles,
7and consideration of expertise in climate displacement. At the
8discretion of the Chairperson and Vice-Chairperson, additional
9individuals may be appointed as voting members in the meetings
10of the Task Force, provided they have relevant expertise or
11experience in addressing climate displacement, building
12community resilience, or related fields. The qualifications
13for the appointments shall be documented and made publicly
14available.
 
15    Section 15. Duties. The Climate Displacement Task Force is
16created to make findings and recommendations regarding climate
17displacement within this State. An initial report delineating
18the Task Force's findings, conclusions, and recommendations
19shall be submitted to the Illinois General Assembly no later
20than June 30, 2026.
21    Once the initial voting members have been appointed, the
22Task Force shall meet not less than once each quarter
23following the effective date of this Act to carry out the
24duties prescribed in this Act.

1    Section 20. Membership. The Task Force shall consist of
2the following voting members:
3        (1) the Governor or his or her designee;
4        (2) 4 members of the General Assembly,
5            (A) one member, who shall serve as Chairperson,
6        appointed by the Speaker of the House of
7        Representatives;
8            (B) one member, who shall serve as
9        Vice-Chairperson, appointed by the President of the
10        Senate;
11            (C) one member appointed by the Minority Leader of
12        the Senate;
13            (D) one member appointed by the Minority Leader of
14        the House of Representatives;
15        (3) the Director of the Illinois Environmental
16    Protection Agency or the Director's designee;
17        (4) the Director of Public Health or the Director's
18    designee;
19        (5) the Secretary of Human Services or the Secretary's
20    designee;
21        (6) the Secretary of Transportation or the Secretary's
22    designee;
23        (7) the Director of the Illinois Emergency Management
24    Agency and Office of Homeland Security or the Director's
25    designee;

1        (8) 2 representatives from labor organizations,
2    appointed by the Governor;
3        (9) 2 representatives from faith-based organizations,
4    appointed by the Governor;
5        (10) 2 representatives from community-based
6    organizations working on affordable housing or
7    transportation or other essential services, appointed by
8    the Governor;
9        (11) 2 representatives from immigrant rights
10    organizations, appointed by the Governor;
11        (12) 2 representatives from environmental justice
12    organizations, appointed by the Governor;
13        (13) 2 representatives from academic institutions with
14    experience on urban planning, appointed by the Governor;
15    and
16        (14) any other additional members appointed under
17    Section 10.
