SYNOPSIS AS INTRODUCED:
 
50 ILCS 705/10.11

    Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in death and homicide investigation for the training of Department of Corrections internal security investigators. Provides that only law enforcement officers and Department of Corrections internal security investigators (rather than just law enforcement officers) who successfully complete the training program may be assigned as lead investigators in death and homicide investigations. Provides that the Illinois Law Enforcement Training Standards Board shall develop a process for waiver applications sent by the Department of Corrections for those investigators whose prior training and experience as homicide investigators may qualify them for a waiver.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5changing Section 10.11 as follows:
 
6    (50 ILCS 705/10.11)
7    Sec. 10.11. Training; death and homicide investigation.
8The Illinois Law Enforcement Training Standards Board shall
9conduct or approve a training program in death and homicide
10investigation for the training of law enforcement officers of
11local law enforcement agencies and Department of Corrections
12internal security investigators. Only law enforcement officers
13and Department of Corrections internal security investigators
14who successfully complete the training program may be assigned
15as lead investigators in death and homicide investigations.
16Satisfactory completion of the training program shall be
17evidenced by a certificate issued to the law enforcement
18officer or investigator by the Illinois Law Enforcement
19Training Standards Board.
20    The Illinois Law Enforcement Training Standards Board
21shall develop a process for waiver applications sent by a
22local governmental agency administrator or the Department of
23Corrections for those officers or investigators whose prior

1training and experience as homicide investigators may qualify
2them for a waiver. The Board may issue a waiver at its
3discretion, based solely on the prior training and experience
4of an officer or investigator as a homicide investigator. This
5Section does not affect or impede the powers of the office of
6the coroner to investigate all deaths as provided in Division
73-3 of the Counties Code and the Coroner Training Board Act.
