SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/24C-15.2 new
10 ILCS 5/24C-15.3 new

    Amends the Election Code. Provides that all election authorities shall provide regular updates to the State Board of Elections concerning votes tabulated by that election authority. Provides that the State Board of Elections shall make this information available to the public at least every 48 hours. Provides that, no later than January 1, 2026, the State Board of Elections shall adopt standards concerning how election authorities release information about the total number of vote by mail ballots that have been tabulated by the election authority. Provides that, beginning with the 2026 primary election and all primary, consolidated, general and special elections thereafter, all election authorities shall adhere to the standards adopted by the State Board of Elections. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Sections
524C-15.2 and 24C-15.3 as follows:
 
6    (10 ILCS 5/24C-15.2 new)
7    Sec. 24C-15.2. Vote counting updates. All election
8authorities shall provide regular updates to the State Board
9of Elections concerning votes tabulated by that election
10authority. The State Board of Elections shall make this
11information available to the public at least every 48 hours.
 
12    (10 ILCS 5/24C-15.3 new)
13    Sec. 24C-15.3. Vote by mail tabulation standards. No later
14than January 1, 2026, the State Board of Elections shall adopt
15standards concerning how election authorities release
16information about the total number of vote by mail ballots
17that have been tabulated by the election authority. Beginning
18with the 2026 primary election and all primary, consolidated,
19general and special elections thereafter, all election
20authorities shall adhere to the standards adopted by the State
21Board of Elections under this Section.
