HOUSE RESOLUTION

 
2    WHEREAS, Distracted driving is a contributing factor in
3motor vehicle accidents, injuries, and fatalities across the
4United States and the State of Illinois, with the National
5Highway Traffic Safety Administration {NHTSA) reporting 3,308
6people killed in distracted driving crashes nationwide in
72022; and
 
8    WHEREAS, In Illinois alone, distracted driving contributes
9to thousands of traffic-related injuries and deaths annually;
10and
 
11    WHEREAS, Young drivers, particularly those between the
12ages of 15 and 19, are disproportionately affected by
13distracted driving, necessitating targeted education and
14intervention efforts; and
 
15    WHEREAS, Technological advancements and widespread use of
16smartphones and other devices have increased the prevalence of
17distracted driving, making it a critical public safety issue;
18and
 
19    WHEREAS, Sydney Daniel, founder of the Time to Turn Off
20platform, has impacted over 260 classrooms and over 6,000
21students statewide through her distracted driving education

1curriculum, and her efforts include collaborations with
2Illinois State Police, Country Financial Insurance, and
3national organizations such as Mothers Against Drunk Driving
4(MADD) and End Distracted Driving (endDD); her advocacy
5emphasizes driver safety and social media education,
6particularly for young drivers aged 15 to 19; and
 
7    WHEREAS, Initiatives like Time to Turn Off and
8partnerships with advocacy groups and State agencies
9demonstrate the importance of community involvement in
10reducing distracted driving; and
 
11    WHEREAS, Recognizing April as Distracted Driving Awareness
12Month aligns with nationwide efforts to promote safe driving
13habits, to educate the public on the dangers of distracted
14driving, and to encourage all citizens to take personal
15responsibility for their actions behind the wheel; and
 
16    WHEREAS, Heightened awareness during the month of April
17contributes to creating a culture of safe and responsible
18driving in Illinois, thereby reducing traffic accidents and
19saving lives; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22we declare April 2025 as Distracted Driving Awareness Month in

1the State of Illinois; and be it further
 
2    RESOLVED, That we encourage Illinois residents to use
3Distracted Driving Awareness Month as an opportunity to
4educate drivers of all ages on the dangers of distracted
5driving, to promote awareness campaigns through schools,
6workplaces, and community organizations, to encourage state
7and local law enforcement to continue enforcing distracted
8driving laws, and to highlight personal stories and
9testimonials of those impacted by distracted driving to
10inspire change; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to Governor JB Pritzker and Illinois Secretary of
13State Alexi Giannoulias.
