HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Cheryl F. Green, Ph.D. on
4the occasion of her retirement as president of Governors State
5University; and
 
6    WHEREAS, Dr. Green, who originally hails from Chicago,
7earned her master's degree and her Ph.D. in Counseling
8Psychology from Southern Illinois University Carbondale, and
9she received her bachelor's degree in psychology from
10Manchester College, now Manchester University, in North
11Manchester, Indiana; she also obtained several National
12Incident Management System certificates from the U.S. Federal
13Emergency Management Institute, and she serves as a recognized
14leader in grievance mediation and conflict resolution; and
 
15    WHEREAS, Dr. Green has served as the sixth president of
16Governors State University in Chicago's Southland, University
17Park since taking the helm on July 1, 2020; during her tenure,
18she built a lasting legacy of academic excellence coupled with
19successful accreditation while supporting the mission of
20Governors State University, serving as a visionary and
21inspiring leader who has been deeply committed to advancing
22programs, initiatives, and scholarship across the Southland
23and the State of Illinois, advocating for equity in funding

1and supporting social mobility; she was instrumental in
2fostering a campus-wide culture of inclusion and belonging,
3dedicating significant efforts to the establishment of a
4number of initiatives, including the Honors College, the
5College of Graduate Studies, the Latinx Center, and the Social
6Justice Initiative Building, while also supporting a wide
7range of educational and community outreach activities; and
 
8    WHEREAS, Dr. Green has led a distinguished career in
9higher education for more than 36 years, previously serving as
10vice chancellor for student affairs at the University of
11Wisconsin Oshkosh, interim chancellor for the University of
12Wisconsin Whitewater, and assistant vice president for student
13affairs at Tennessee State University (TSU); before her time
14at TSU, she served Chicago State University in a variety of
15administrative and academic roles, including as director/chair
16of the counseling department, inaugural dean of first-year
17students, acting associate director of career placement, and
18as a tenured associate professor of counseling; she also
19served as the statewide representative for 2,700 faculty and
20staff for seven public universities in her role as grievance
21officer for the University Professionals of Illinois (UPI)
22Local 4100; and
 
23    WHEREAS, Dr. Green has remained committed to making a
24difference through her service to the community, which spans

1the United States and has included serving on several
2different advisory boards or boards of directors, including
3the Manchester University Board of Trustees, the Association
4of Governing Boards (ABG) Council of Presidents, the inaugural
5Presidential Ambassadors Council of the Association of
6International Education Administrators (AIEA), the Will County
7Center for Economic Development Board of Directors, the
8Southland Development Authority Board of Directors, the Howard
9Hughes Medical Institute STEM Grant Advisory Board of UW
10Madison, the Forward 50 Advisory Board for the National
11Association of Student and Financial Aid Administrators, and
12the Milwaukee-based Gift of Adoption Wisconsin Board of
13Directors; she is also a member of Alpha Kappa Alpha Sorority,
14Inc. and the Will County Black Diamond Chapter of the Top
15Ladies of Distinction, Inc., and she is a Silver Life member of
16the National Association for the Advancement of Colored People
17(NAACP); and
 
18    WHEREAS, Dr. Green has received a number of accolades,
19including being named to Crain Chicago Business's 2021 Notable
20Black Leaders and Executives list, a Woman of First
21Distinction by the Illinois Black Hall of Fame, one of the 2022
22Top 50 Women Leaders of Illinois by Women We Admire, an
23honorary grand marshal of the 2022 Bud Billiken Parade, and a
242023 Business Leader of Color by Chicago United; she also
25received the 2022 Excellence in Education Award by the Central

1Regional Director of Alpha Kappa Alpha Sorority, Inc., a
2feature in a Newsweek profile that discussed the Governors
3State University's 2022 ranking in U.S. News & World Report
4for being one of the top 25 best Midwest schools for social
5mobility, and the 2023 Outstanding Commitment in Education
6Award by the Illinois State Treasurer; and
 
7    WHEREAS, Dr. Green is widely respected and admired by
8Governors State University students, faculty, staff,
9administration, the board of trustees, professional
10colleagues, and the broader academic community for her
11exceptional leadership, steadfast dedication, and significant
12contributions to higher education throughout her tenure as
13president; and
 
14    WHEREAS, Dr. Green will retire at the end of February
152025; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we congratulate Cheryl F. Green, Ph.D. on the occasion of her
19retirement, recognize her extraordinary contributions to
20Governors State University and the State of Illinois, and
21thank her for exceptional guidance, unwavering dedication, and
22servant leadership; and be it further
