HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 104th General
5Assembly are amended by changing Rule 59 as follows:
 
 
6    (House Rule 59)
7    59. Previous Question.
8    (a) A motion for the previous question may be made at any
9time, except that a member may not move the previous question
10while participating in debate pursuant to Rule 52. A motion
11for the previous question is not debatable and requires either
12the unanimous consent of the members present or the
13affirmative vote of 60 members elected. A record vote must be
14taken on the motion if unanimous consent has been denied. This
15subsection may not be suspended.
16    (b) The previous question shall be stated in the following
17form: "Shall the main question be put?" Until the previous
18question is decided, all amendments and debate are precluded.
19When it is decided that the main question shall not be put, the
20main question remains under debate.
21    (c) The effect of the main question being ordered is to put
22an end to all debate and bring the House to a direct vote on
23the immediately pending motion. After a motion for the

1previous question has been approved, it is not in order to move
2for adjournment or to make any other motion before a decision
3on the main question.
4    (d) This Rule may be suspended only by the affirmative
5vote of 71 members elected.
