HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 104th General
5Assembly are amended by changing Rule 59 as follows:
 
 
6    (House Rule 59)
7    59. Previous Question.
8    (a) A motion for the previous question may be made at any
9time, except that a member may not move the previous question
10while participating in debate pursuant to Rule 52. A motion
11for the previous question is not debatable and requires the
12affirmative vote of 71 60 members elected.
13    (b) The previous question shall be stated in the following
14form: "Shall the main question be put?" Until the previous
15question is decided, all amendments and debate are precluded.
16When it is decided that the main question shall not be put, the
17main question remains under debate.
18    (c) The effect of the main question being ordered is to put
19an end to all debate and bring the House to a direct vote on
20the immediately pending motion. After a motion for the
21previous question has been approved, it is not in order to move
22for adjournment or to make any other motion before a decision
23on the main question.

2vote of 71 members elected.
