SYNOPSIS AS INTRODUCED:
 
ILCON Preamble.

    Amends the Preamble to the Illinois Constitution. Specifies that the Illinois Constitution was adopted for the purpose of, among other things, ensuring access to education, employment, food, healthcare, housing, and transportation. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend the Preamble to the
9Illinois Constitution as follows:

PREAMBLE
11    (ILCON Preamble.)
12    We, the People of the State of Illinois - grateful to
13Almighty God for the civil, political and religious liberty
14which He has permitted us to enjoy and seeking His blessing
15upon our endeavors - in order to provide for the health, safety
16and welfare of the people; ensure access to education,
17employment, food, healthcare, housing, and transportation;
18maintain a representative and orderly government; eliminate
19poverty and inequality; assure legal, social and economic
20justice; provide opportunity for the fullest development of
21the individual; insure domestic tranquility; provide for the
22common defense; and secure the blessings of freedom and
23liberty to ourselves and our posterity - do ordain and

SCHEDULE
4    This Constitutional Amendment takes effect upon being
5declared adopted in accordance with Section 7 of the Illinois
6Constitutional Amendment Act.
