| | | Amends the Newborn Metabolic Screening Act. Requires the Department of Public Health to adopt rules requiring that every newborn be subjected to tests for each condition listed on the Recommended Uniform Screening Panel (RUSP) within 3 years of a condition being added to the RUSP. Requires the Department to submit an annual report to the Governor and the General Assembly on or before January 1 of each year that covers the implementation of this testing, including timelines and required funding. |

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Newborn Metabolic Screening Act is amended |
| 5 | | by adding Section 4 as follows:
|
| 6 | | (410 ILCS 240/4 new) |
| 7 | | Sec. 4. Recommended Uniform Screening Panel. |
| 8 | | (a) The Department shall adopt rules requiring that every |
| 9 | | newborn be subjected to tests for each condition listed on the |
| 10 | | Recommended Uniform Screening Panel (RUSP) developed by the |
| 11 | | Secretary of the United States Department of Health and Human |
| 12 | | Services and the Advisory Committee on Heritable Disorders of |
| 13 | | Newborns and Children within 3 years of a condition being |
| 14 | | added to the RUSP. |
| 15 | | (b) The Department shall submit an annual report to the |
| 16 | | Governor and the General Assembly on or before January 1 of |
| 17 | | each year that covers (i) the implementation of the testing |
| 18 | | required under this Section, (ii) any timelines for |
| 19 | | implementation of future testing required under this Section, |
| 20 | | and (iii) any resources or funding required for the |
| 21 | | implementation of the testing required under this Section. |
