SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/22-80.5 new

    Amends the General Provisions Article of the School Code. Provides that students in grades 9 through 12 must satisfactorily pass a medical evaluation each year and, if applicable, receive an electrocardiogram before participating in an interscholastic athletic activity. Creates a waiver exception. Provides that a student in any grade who participates in an interscholastic athletic activity or who is a candidate for an interscholastic athletic activity's team must satisfactorily pass a medical evaluation each year before participating in the interscholastic athletic activity or engaging in any practice, tryout, workout, conditioning, or other physical activity associated with the student's candidacy for the interscholastic athletic activity. Requires that a medical evaluation only be administered by a licensed health care professional or a physician. Provides requirements for the content of a preparticipation physical evaluation form. Requires that the results of a medical evaluation of a student be provided to the student's school. Effective January 1, 2026.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
522-80.5 as follows:
 
6    (105 ILCS 5/22-80.5 new)
7    Sec. 22-80.5. Student athletes; medical evaluation and
8electrocardiogram.
9    (a) Definitions. In this Section:
10    "Athletic trainer" means an athletic trainer licensed
11under the Illinois Athletic Trainers Practice Act who is
12working under the supervision of a physician.
13    "Coach" means any volunteer or employee of a school who is
14responsible for organizing and supervising students to teach
15them or train them in the fundamental skills of an
16interscholastic athletic activity. "Coach" refers to both head
17coaches and assistant coaches.
18    "Interscholastic athletic activity" means any organized
19school-sponsored or school-sanctioned activity for students,
20generally outside of school instructional hours, under the
21direction of a coach, athletic director, or band leader,
22including, but not limited to, baseball, basketball,
23cheerleading, cross country, fencing, field hockey, football,

1golf, gymnastics, ice hockey, lacrosse, marching band, rugby,
2soccer, skating, softball, swimming and diving, tennis, track
3(indoor and outdoor), ultimate frisbee, volleyball, water
4polo, and wrestling. All interscholastic athletics are deemed
5to be interscholastic activities.
6    "Licensed health care professional" means a person who is
7a nurse, a physical therapist licensed under the Illinois
8Physical Therapy Act, an occupational therapist licensed under
9the Illinois Occupational Therapy Practice Act, a physician
10assistant, or an athletic trainer.
11    "Nurse" means a person who is employed by or volunteers at
12a school and is licensed under the Nurse Practice Act as a
13registered nurse, practical nurse, or advanced practice
14registered nurse.
15    "Physician" means a physician licensed to practice
16medicine in all of its branches under the Medical Practice Act
17of 1987.
18    "Physician assistant" means a physician assistant licensed
19under the Physician Assistant Practice Act of 1987.
20    "School" means any public or private elementary or
21secondary school, including a charter school.
22    "Student" means an adolescent or child enrolled in a
23school.
24    (b) Students in grades 9 through 12 must satisfactorily
25pass a medical evaluation each year and, if applicable,
26receive an electrocardiogram before participating in an

1interscholastic athletic activity. The electrocardiogram may
2be waived if a parent or guardian of the student objects to the
3procedure based on religious tenets or practices or submits a
4written request to waive the requirement.
5    A student in any grade who participates in an
6interscholastic athletic activity or who is a candidate for an
7interscholastic athletic activity's team must satisfactorily
8pass a medical evaluation each year before participating in
9the interscholastic athletic activity or engaging in any
10practice, tryout, workout, conditioning, or other physical
11activity associated with the student's candidacy for the
12interscholastic athletic activity, including activities that
13occur outside of the school year. The medical evaluation may
14be administered only by a licensed health care professional or
15a physician.
16    (c) After a medical evaluation of a student, the licensed
17health care professional or the physician performing the
18evaluation must complete a preparticipation physical
19evaluation form. The evaluation form must incorporate the
20recommendations of the American Heart Association for
21participation in cardiovascular screening and include all of
22the following:
23        (1) a place for the signature of the licensed health
24    care professional or the physician performing the
25    evaluation with an attestation that each examination
26    procedure listed on the form was performed by the licensed

1    health care professional or the physician or by someone
2    under the direct supervision of the licensed health care
3    professional or the physician;
4        (2) a place for the licensed health care professional
5    or the physician to indicate if a referral to another
6    practitioner was made instead of the completion of a
7    certain examination procedure;
8        (3) if applicable, a place for the practitioner to
9    whom the student was referred to complete the remaining
10    sections and attest to that portion of the examination;
11    and
12        (4) a section advising students to complete a
13    cardiovascular assessment and informing students of
14    information concerning alternative cardiovascular
15    evaluation and diagnostic tests.
16    (d) Results of a medical evaluation of a student must be
17provided to the student's school.
 
18    Section 99. Effective date. This Act takes effect January
