SYNOPSIS AS INTRODUCED:
 
25 ILCS 10/25 new

    Amends the General Assembly Operations Act. Provides that both chambers shall be called to order at the time scheduled by the Senate President and the Speaker of the House of Representatives, respectively. Provides that all members shall be on the floor to record themselves present. Sets forth penalties for members who to do not comply with the provision.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Operations Act is amended
5by adding Section 25 as follows:
 
6    (25 ILCS 10/25 new)
7    Sec. 25. Schedule adherence.
8    (a) Both chambers shall be called to order at the time
9scheduled by the Senate President and the Speaker of the House
10of Representatives, respectively. The roll call for members
11shall be open for the 30 minutes immediately after the
12invocation and pledge of allegiance are completed. Members may
13offer any matters of personal privilege during this period.
14    (b) Except as otherwise provided, all members shall be on
15the floor to record themselves present. No person other than
16the member shall record the member present. The Senate
17President, Speaker of the House of Representatives, Minority
18Leader of the Senate, and Minority Leader of the Senate may be
19recorded present another person. A violation of this
20subsection shall constitute an ethics violation.
21    (c) Any member who is not member who is not recorded
22present in the period provided in subsection (b) shall lose
23the per diem provided to the member. A member who knows in

1advance that the member will not be able to record themselves
2in the period provided in subsection (c) may notify in writing
3Clerk of the respective chamber. If the Clerk receives notice
4from a member in accordance with this subsection, the Clerk
5shall approve the absence and provide the member with the per
6diem. The Clerk of the respective chambers shall record the
7notices made under this subsection and make a list of the
8requests available to the public at least once every day the
9General Assembly is in session.
10    (d) If a committee is conducting business when the chamber
11is scheduled to be called to order, the staff assigned to the
12committee shall inform the chairperson no less than 15 minutes
13prior to the call to order so that the members can record
14themselves present. The committees shall reconvene when the
15chamber concludes any floor action.
