1 | | AN ACT concerning State government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The General Assembly Operations Act is amended |
5 | | by adding Section 25 as follows: |
6 | | (25 ILCS 10/25 new) |
7 | | Sec. 25. Schedule adherence. |
8 | | (a) Both chambers shall be called to order at the time |
9 | | scheduled by the Senate President and the Speaker of the House |
10 | | of Representatives, respectively. The roll call for members |
11 | | shall be open for the 30 minutes immediately after the |
12 | | invocation and pledge of allegiance are completed. Members may |
13 | | offer any matters of personal privilege during this period. |
14 | | (b) Except as otherwise provided, all members shall be on |
15 | | the floor to record themselves present. No person other than |
16 | | the member shall record the member present. The Senate |
17 | | President, Speaker of the House of Representatives, Minority |
18 | | Leader of the Senate, and Minority Leader of the Senate may be |
19 | | recorded present another person. A violation of this |
20 | | subsection shall constitute an ethics violation. |
21 | | (c) Any member who is not member who is not recorded |
22 | | present in the period provided in subsection (b) shall lose |
