| Amends the School Code. Requires the State Board of Education to establish the School Resource Officer Grant Program to fund salaries and any other costs associated with the hiring of an active or a retired law enforcement officer as a school resource officer. In a provision concerning school resource officers, provides that a school or school district that hires an active or a retired law enforcement officer as a school resource officer shall be reimbursed for salary and additional costs through the School Resource Officer Grant Program. |

1 | | AN ACT concerning education. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The School Code is amended by changing Section |
5 | | 10-20.68 and by adding Section 2-3.06 as follows: |
6 | | (105 ILCS 5/2-3.06 new) |
7 | | Sec. 2-3.06. School Resource Officer Grant Program. |
8 | | Subject to appropriation, the State Board of Education shall |
9 | | establish the School Resource Officer Grant Program to fund |
10 | | salaries and any other costs associated with the hiring of an |
11 | | active or a retired law enforcement officer as a school |
12 | | resource officer. Eligible entities are schools or school |
13 | | districts that have hired an active or a retired law |
14 | | enforcement officer as a school resource officer. The State |
15 | | Board of Education may adopt rules as needed for the Program's |
16 | | implementation and the distribution of grants under this |
17 | | Section. |

19 | | Sec. 10-20.68. School resource officer. |
20 | | (a) In this Section, "school resource officer" means a law |
21 | | enforcement officer who has been primarily assigned to a |
22 | | school or school district under an agreement with a local law |

1 | | enforcement agency. "School resource officer" includes any |
2 | | active or retired law enforcement officer qualified under |
3 | | federal law to carry a concealed weapon. |
4 | | (b) Beginning January 1, 2021, any law enforcement agency |
5 | | that provides a school resource officer under this Section |
6 | | shall provide to the school district a certificate of |
7 | | completion, or approved waiver, issued by the Illinois Law |
8 | | Enforcement Training Standards Board under Section 10.22 of |
9 | | the Illinois Police Training Act indicating that the subject |
10 | | officer has completed the requisite course of instruction in |
11 | | the applicable subject areas within one year of assignment, or |
12 | | has prior experience and training which satisfies this |
13 | | requirement. |
14 | | (c) In an effort to defray the related costs, any law |
15 | | enforcement agency that provides a school resource officer |
16 | | should apply for grant funding through the federal Community |
17 | | Oriented Policing Services grant program. |
18 | | (d) Any school or school district that hires an active or a |
19 | | retired law enforcement officer as a school resource officer |
20 | | shall be reimbursed for salary and additional costs through |
21 | | the School Resource Officer Grant Program established by the |
22 | | State Board of Education. |
