SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to honor
3our colleague, State Senator Natalie Toro, on her esteemed
4service as a member of the Illinois General Assembly and to
5thank her for her dedication to the State and her community;
6and
 
7    WHEREAS, Senator Toro was born on the northwest side of
8Chicago into a Puerto Rican immigrant family; and
 
9    WHEREAS, Senator Toro is a lifelong resident of the 20th
10Senate District, and she attended Chicago Public Schools (CPS)
11and eventually worked at elementary schools to support and
12shape the future of her community; and
 
13    WHEREAS, Senator Toro was inspired to pursue a career in
14public service by her grandfather's commitment to fighting
15injustice, opening a credit union that served Latinos when
16other local banks denied them service because of their
17ethnicity, and by witnessing her parents' involvement in local
18unions; and
 
19    WHEREAS, Senator Toro earned her bachelor's degree in
20elementary education from Northeastern Illinois University in
21her district; and

1    WHEREAS, Senator Toro began her career as a teacher at
2Schmid Elementary School in 2015, and she worked at CPS
3schools for eight years, achieving tenured status after four
4years by demonstrating effective teaching and by having a
5positive impact on student learning before deciding to pursue
6her interest in working as a government official; and
 
7    WHEREAS, Upon arriving in Springfield in 2023, Senator
8Toro began to champion issues important to her and her
9community, including early childhood education, housing
10affordability, reproductive health care, and violence
11prevention; and
 
12    WHEREAS, Senator Toro also advocated for people with
13disabilities, fighting for and passing legislation requiring
14police officers to undergo training to better interact with
15people with autism in order to minimize escalated encounters
16between law enforcement and people with disabilities due to
17misunderstandings; and
 
18    WHEREAS, Following the tragic death of a teenager in her
19district who was struck and killed by a motorist while biking,
20Senator Toro passed legislation encouraging local governments
21to develop bike safety plans that would better inform
22residents about the safety features on each bike route as well

1as improve infrastructure to prioritize the safety of cyclists
2and pedestrians; and
 
3    WHEREAS, Senator Toro also passed legislation that
4prohibits workplace discrimination, harassment, and
5retaliation based on family obligations, allowing employees to
6be evaluated for the merits of their work and not assumptions
7based on their home lives; and
 
8    WHEREAS, Senator Toro served as a member of the
9Progressive Caucus, the Women's Caucus, and the Latino Caucus,
10and she led roundtable discussions at events celebrating the
11Latino Caucus' work to enact legislation to better support her
12community; and
 
13    WHEREAS, Senator Toro has provided the Illinois Senate
14with her unique perspective as an educator who has witnessed
15issues in Illinois public schools and is passionate about
16fixing them, and her kindness is present in every interaction
17she has; and
 
18    WHEREAS, Senator Toro is bidding farewell to the Illinois
19Senate after dedicating her time to the 20th Senate District
20and the people of Illinois; and
 
21    WHEREAS, Senator Toro plans to continue advocating for the

1issues closest to her heart, including access to reproductive
2health care, labor rights, education, and disability rights;
3therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator
6Natalie Toro for her dedicated service to the people of
7Illinois and her contributions to the State; and be it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to Senator Toro as a symbol of our gratitude with our
10best wishes for her future endeavors.
